Mike Kaplowitz, NY State Senate candidate, denounces State Assembly for failing to pass property tax cap. Asks Governor Paterson to call special session to enact strong cap this year.
Statement by Mike Kaplowitz, Westchester County Legislator
“I am pleased that the State Senate in a bipartisan 51-8 bipartisan vote passed a property tax cap last week. This is a much-needed and long-overdue first step toward reducing the property tax burden on New Yorkers. I applaud the senators of both parties who overcame partisan differences to pass this bill.
However, it is disappointing that the Assembly left town for the summer without also passing the property tax cap. This is Albany dysfunction at its worst. There is no excuse for the Assembly’s failure to enact the cap into law.
Because the Assembly failed to act, I am calling on Governor David Paterson to call a special session to bring the tax cap before the Assembly now. Before voting in November, the public deserves to know where each legislator stands on a property tax cap. It is disgraceful that an issue with the support of 80% of New Yorkers can’t even get an up or down vote in the Assembly.
The property tax cap passed by the State Senate is a good beginning, although I would have preferred Andrew Cuomo’s proposal to cap property tax growth at 2% or the rate of inflation, whichever is lower. Comprehensive Tax Relief must include four things: a property tax cap, an end to unfunded mandates from Albany, fully funding the STAR Rebate program to let Senior Citizens stay in their homes, and a property tax Circuit-Breaker to limit the amount of a family’s income that they must pay in property taxes.
New York has the dubious distinction of having the highest property taxes in America. Local property taxes in New York State grew by 73 percent from 1998 to 2008, more than twice the rate of inflation. When property taxes are measured as a percentage of home value, the top sixteen counties in the nation are all in New York State. Unless the Assembly enacts a property tax cap immediately, more New Yorkers will lose their homes, more families will be forced to leave our state, and more jobs will be lost.”

It’s great politics to pass a property tax cap–but without taxes how will the state pay for its needs? Does Mr C have any idea?
Everyone has left out the fact that we need to reduce the size of our government on every level, including our local levels, county, state,
and federal level. We need more then just a property cap, we need consolidation of every job and dept on every level of government.
We need to cut out most of the personal expenditures that add to
more wasteful spending thru out our country. People are being forced
out of their homes due to these insane taxes here in westchester county.
We need someone in ALBANY who will stand up and fight for the people.
Not one of these candidates have done that while in public office, so how
can any of them now say they will lower taxes or reduce spending when in
the past 10 or 12 years, they have continued to raise taxes and increased
spending, and added more restrictions on peoples constitutional rights?
Just look at their overal records on this subject, its been spend,spend,spend.
Now look at their records on higher taxes, each of them have raised taxes
each year. Now look at the changes they have made in local town codes, county codes, and state codes, etc. They have placed more restricts on peoples rights over the past 10 years, and thats a fact. Now take a good
look at each candidates record on personal expenditures that us tax payers
end up paying each quarter of every year. Do we really need more incompetency in ALBANY if we elect any of these candidates for the state
Senate? We don’t need more dysfuction in ALBANY.
A property tax cap is still an increase. What we need are elected officials willing to cut spending and then cut taxes. Mike Kaplowitz loves to tax and spend. He is not the guy for this job.

A property cap is not the answer, we need a complete over-haul of our government, starting at the lower level all the way to the federal level.
We need to reduce taxes by reducing the size of our government, and
start consolidating jobs and depts thru out our government. We need
to stop all wasteful spending by monitoring every tax dollar that is used.
We need to stop all personal expenses that are being widely misused by
public officials and employees in every town, village, county, state, etc.
We need to cut back on large school projects that are costing us tax payers
a fortune each year, including out of control school salaries, supplies etc.
We need a candidate with integrity, one who is honest and trustworthy,
one who will stand up and fight for the people and enforce their rights.
We don’t need more do nothing candidates in Albany or in westchester.
